Notice to Begin Engineering & Environmental Studies: Juneau Egan Drive Lighting Improvements

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to upgrade lighting systems along Egan Drive and part of Glacier Highway.

The proposed plan is to replace current lights with new energy-efficient LED fixtures that offer better, more consistent lighting and use less power. To do this, crews are expected to work both high up on the light poles and at ground level to install and reconnect the new equipment. While this work is happening, the lane or shoulder next to each light pole may be temporarily closed to keep workers and drivers safe.

What to expect during construction:
• At least one lane in each direction is anticipated to stay open at all times along Egan Drive
• Traffic may need to be redirected onto marked detour routes if closing on/off ramps, turn lanes, etc. becomes necessary
• The center two-way lane and shoulders on Glacier Highway may be temporarily used to keep traffic moving
• In some areas, flaggers may help direct traffic when space is tight
• Lane closures will only happen during off-peak hours when traffic is lighter
• Once work at a location is finished for the day, all lanes are anticipated to reopen

Construction is anticipated to begin as early as spring of 2026.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023 and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include eagles, threatened and endangered species, Section 4(f) properties, contaminated sites, and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts
• Endangered Species Act
• EO-12898, Environmental Justice
• EO-11988, Floodplain Management
• EO-11990, Protection of Wetlands
• Magnuson-Stevens Fishery Conservation Management Act
• National Historic Preservation Act - Section 106
• Section 4(f) of the U.S. Department of Transportation Act
• U.S. Fish and Wildlife Coordination Act

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
