Notice to Begin Engineering & Environmental Studies: Juneau Resurface Glacier Highway/Willoughby: Ross Way to Channel Vista Drive/Salmon Creek Bike Path

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing a preventive maintenance project to repair and resurface Glacier Highway/Willoughby Avenue from Ross Way to the north end of Channel Vista Drive and the Salmon Creek Bike Path from the end of Channel Vista Drive to the Hospital Drive intersection on Glacier Highway/Twin Lakes Drive, for a total of about 2.2 miles, to extend the service life of the highway facilities and improve safety for pedestrians, vehicles, and bikers.

The proposed project would:
• Repair the sub-base and repave from the intersection with Ross Way on Glacier Highway to the end of the Salmon Creek Bike Path
• Replace damaged areas of sidewalk and make improvements to meet current ADA standards
• Replace culverts as necessary and clean ditches on Glacier Highway and Channel Vista Drive
• Potentially add/modify storm drain systems under the Salmon Creek Bike Path

Construction is projected to begin April 2027.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023 and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., eagles, and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts
• Endangered Species Act
• EO-12898, Environmental Justice
• EO-11988, Floodplain Management
• EO-11990, Protection of Wetlands
• Magnuson-Stevens Fishery Conservation Management Act
• National Historic Preservation Act - Section 106
• Section 4(f) of the U.S. Department of Transportation Act
• U.S. Fish and Wildlife Coordination Act

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
