Notice of Application for State Air Quality Permit AQ0086TVP05 Alaska Electric & Energy Cooperative, Inc.’s Bernice Lake Combustion Turbine (BCT) Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alaska Electric & Energy Cooperative, Inc.’s application for Air Quality Control Operating Permit AQ0086TVP05 for the Bernice Lake Combustion Turbine (BCT) Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant:      Alaska Electric & Energy Cooperative, Inc., 3977 Lake Street, Homer, AK 99603

Location:        60º 41´ 36" North; 151º 23´ 13" West

Application:   As required by 18 AAC 50, Alaska Electric & Energy Cooperative, Inc. applied for a renewal operating permit for the Bernice Lake Combustion Turbine (BCT) Plant. ADEC received the application on December 10, 2024. This public notice is for the draft operating permit (AQ0086TVP05) only.

Activity:          The Bernice Lake Combustion Turbine (BCT) Plant is a power generation plant. The standard industrial classification (SIC) code for this stationary source is 4911 – Electric Services. The stationary source is a power generation plant with three natural gas-fired turbines. The source also utilizes several gas-fired heaters and three diesel-fired black start engines.

Emissions:      The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 1257.60 tons of Nitrogen Oxides, 181.80 tons of Carbon Monoxide, 104.70 tons of Particulate Matter, 14.10 tons of Sulfur Dioxide, 9.10 tons of Volatile Organic Compounds, and 4.10 tons of Hazardous Air Pollutants (HAP). The potential annual emissions for Greenhouse Gases are estimated at 468,295 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1567.30 tons.

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Bernice Lake Combustion Turbine (BCT) Plant under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
