Notice of Application for State Air Quality Permit AQ1527MSS03 Rev 1 and AQ1527TVP01 Rev 1- Hilcorp Alaska, LLC’s Milne Point Unit L-Pad

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ1527MSS03 Rev 1 for the Milne Point Unit L-Pad. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1). ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Location: 70º 29´ 48.1812" North; 149º 38´ 7.224" West, North Slope, Alaska

Application: Hilcorp Alaska, LLC applied for a minor permit revision under 18 AAC 50.508(6) to avoid conflicts between the minor permit and Title V operating permit, and to revise the emission calculation method and reporting requirements.  Hilcorp Alaska, LLC also applied for a revision to the operating permit and submitted supplemental information on April 28, 2025. This public notice is for the draft operating permit and preliminary minor permit. 

Activity: The Milne Point Unit L-Pad supplies power to both the facility and the Milne Point Unit (MPU) grid intertying with the Central Facilities Pad (CFP). 

Emissions:  The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 233.0 tons of Nitrogen Oxides, 241.1 tons of Carbon Monoxide, 23.3 tons of Particulate Matter, 33.5 tons of Sulfur Dioxide, 132.9 tons of Volatile Organic Compounds, 317,391 tons of Carbon Dioxide Equivalent emissions, and 2.5 tons of Hazardous Air Pollutants (HAP). The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 663.80 tons.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Milne Point Unit L-Pad under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
