NOTICE OF UTILITY REQUEST
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on July 30, 2025, the Municipality of Anchorage (MOA) d/b/a Anchorage Hydropower (AHP) filed a request that the Commission lift the condition on AHP’s Certificate of Public Convenience and Necessity (Certificate) No. 780 requiring the MOA to surrender its voting rights on the Eklutna Operating Committee (EOC). AHP also filed an alternative application to amend Certificate No. 780 in order for the Commission to lift the surrender requirement. Docket U-25-025 was opened to address this matter.
AHP, Chugach Electric Association, Inc., and Matanuska Electric Association, Inc. own the Eklutna Hydroelectric Project and operate it through the EOC. AHP is authorized under Certificate No. 780 to provide wholesale public electric utility service through its ownership share of the Eklutna Hydroelectric Project but currently does not have voting rights on the EOC.
No motion for waiver or petition for confidential treatment were filed with AHP’s request or application. The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete by August 20, 2025.
