The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Kodiak Electric Association, Inc.’s application for Air Quality Control Operating Permit AQ0180TVP05 for the Nyman Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application
KEA applied for a renewal operating permit on December 14, 2023. This public notice is for the draft operating permit. Activity: The Nyman Power Plant is a small diesel-powered electric generating facility that provides power to KEA’s isolated electric grid. The significant emission units at the stationary source consist of a diesel generator, an emergency diesel generator, and a combustion turbine.

Emissions
The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 217.48 tons of Nitrogen Oxides, 31.15 tons of Carbon Monoxide, 7.87 tons of Particulate Matter, 163.09 tons of Sulfur Dioxide, 4.16 tons of Volatile Organic Compounds, and 0.49 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Benzene) estimated at 0.25 tons. The potential annual emissions for Greenhouse Gases are estimated at 53,230.93 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 423.75 tons.

ADEC Preliminary Review
Based on review of the application, ADEC drafted a preliminary permit decision for the Nyman Power Plant under AS 46.14 and 18 AAC 50.

Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.
