Notice of Proposed Passenger Incentive Program Agreement

PROPOSAL TO AGREEMENT: The State of Alaska, Department of Transportation and Public Facilities, (DOT&PF) proposes to execute an agreement for Category 3 – Expanded Passenger Service under the Alaska International Airport System (AIAS) Passenger and Cargo Airline Incentive Program. APPLICANT: Delta Air Lines, Inc. TERM: September 16, 2025, through May 14, 2026.

“For Category 3 flights, Landing Fees will be waived for the eight (8) month period of expanded service (September 16 - May 14) with a minimum of 1 flight per week.” Delta Air Lines would be eligible for the waiver of Landing Fees for eligible flights between Ted Stevens Anchorage International Airport (ANC) and Hartsfield-Jackson Atlanta International Airport (ATL).

The Program is subject at all times to conformance with Federal Aviation Administration (FAA) rules and regulations. All other previously established rates and fees applicable to the AIAS will remain unchanged. This notice is provided under AS 02.15.09, 17 AAC 42.125, and 17 AAC 42.400 by delegation from the Commissioner of the Department of Transportation and Public Facilities.

The Alaska International Airport System Passenger and Cargo Incentive Program is available on the website at https://dot.alaska.gov/aias/assets/AIAS-PAX-and-Cargo-Airline-Incentive-Program.pdf or during regular business hours, Monday through Friday, at the AIAS Office located on the 3rd floor of the South Terminal of Ted Stevens Anchorage International Airport. The physical address is 5000 W. Intl. Airport Road, Anchorage, AK 99502.
