RFP #25251033, Term Agreement for Statewide Transportation Planning Forecasting Services 2025

The Alaska Department of Transportation and Public Facilities, Project Delivery Division is soliciting professional engineering services to provide planning support services to ensure delivery of DOT&PF required plans as well as support statewide transportation planning efforts.  Planning support services are intended to supplement DOT&PF efforts in a variety of transportation planning activities. Specific tasks include, but are not limited to:

1. Transportation System Assessments: Evaluate current infrastructure conditions, performance metrics, and multimodal system gaps to inform investment priorities and policy direction.

2. Data Analysis: Conduct in-depth quantitative analysis of transportation, land use, and socioeconomic data; support the development of visualizations, dashboards, and trend insights.

3. Freight Analysis: Assess freight movement patterns, supply chain needs, and intermodal connectivity with a focus on economic competitiveness and system efficiency.

4. Economic and Demographic Forecasting: Provide projections and scenario models based on population trends, labor markets, land use dynamics, and regional growth indicators to support long-range planning.

5. Financial Analysis: Evaluate funding scenarios, project cost implications, and return-on-investment considerations; develop tools to support financial planning and strategy.

6. Scenario Planning and Risk Assessment: Support the agency in evaluating future uncertainties, including climate impacts, population shifts, and technological changes; assist in resilience and adaptation planning.

7. Transportation Planning Support: Contribute to long-range plans, corridor studies, performance measures, policy frameworks, and multimodal strategy development.

A complete description of services is contained in the RFP Package.  Estimated period for performance of the Agreement is approximately September 2025 through December 2028.  Cost of these professional services is expected to be in the range of greater than a $1,000,000.

The Request for Proposals (RFP) Package will be available July 17, 2025, and may be downloaded from our web site at:  https://dot.alaska.gov/procurement/awp/awp-rfp-cal.cfm  Or the RFP may be obtained in person from the DOT&PF plans room at the Engineering Services Building, Room 3, 2301 Peger Road, Fairbanks, Alaska.  Persons residing outside the City of Fairbanks may obtain an RFP Package through the mail by telephoning (907) 451-2247 or TDD number 711 or 1-800-770-8973. (for Hearing Impaired, requires special equipment).  There is no charge for the RFP package.

FOLLOW INSTRUCTIONS IN THE RFP FOR SUBMITTING PROPOSALS: Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received at the address indicated on the RFP no later than August 13, 2025, 4:00 p.m., prevailing time.

The Northern Region Contracts Section will accept electronic (Zendto) submission of proposals.

  *Received files will be downloaded but not opened until after the submittal deadline passes.

The proposals may still be dropped off at our office.  A locked Drop Box is located at the outside entry of the Tech Services Building #3 (Contracts Building Main Parking Lot West Side Entrance).  Call or Text (907) 799-5632 when you place documents in the Drop Box and we will retrieve and timestamp your documents.
