The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Land Use Permit application on July 10, 2025, from BP America Production Company (BP) requesting to conduct off road travel in support of the Gubik 1 exploration well plug and abandonment. The proposed project will be adjudicated under 11 AAC 96. The Division provides public notice and an opportunity to comment.

Project Description:

The Division of Oil and Gas has received the attached Land Use Permit application from ERM Alaska, Inc. (ERM) on behalf of BP America Production Company (BP) requesting authorization to conduct plug and abandonment (P&A) activities at the Gubik 1 exploration well located 91 miles southwest of Deadhorse. The Gubik 1 well was drilled in 1963 and was not properly P&A in accordance with AOGCC regulatory requirements. Summer 2025 work will include an archaeological survey and installation of 15 thermistors along the proposed snow trail route. Winter site work and snow trail construction are scheduled to begin February 2026 and end April 2026. Equipment for winter activities will be staged at the west side of Franklin Bluffs Pad. This is a general permit, and individual activities will be reviewed and authorized on a case-by-case basis under this permit.
