DOT&PF Notice To Begin Engineering & Environmental Studies: King Cove Runway Resurfacing

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to resurface the King Cove Airport runway, taxiway, apron, and access road, and to address erosion and ponding issues. DOT&PF has informed Federal Aviation Administration (FAA) Alaskan Region of their intent to apply for federal funding assistance or the proposed project.

The proposed work includes the following activities:       
• Resurfacing Runway 08/26, taxiway and apron
• Replacing the rotating beacon, wind cones and segmented circle (in-kind replacement)
• Relocate the supplemental wind cone to inside the fence which will require a new pad
• Resurface segmented circle embankment (moving segmented circle up to 30 feet to be outside runway object free area [ROFA])
• Resurfacing the gravel portion of the access road and both wind cone access roads
• Install or replace signage and utility work as necessary
• Drainage improvements as necessary (e.g., culvert repair, ditch reconditioning, rock armoring, etc.)
• Performing miscellaneous fencing repairs along the existing fence and replacing the existing cantilever gate and operator, and double swing gate
• Clear vegetation as needed
• Establish contractor staging area north of the project just beyond the segmented circle (2 acres)

Supporting field studies include topographic survey, geotechnical investigation, wetlands, invasive species, and cultural resources. Field studies were conducted during the summer and fall of 2024 and are anticipated to continue into the spring of 2025.

Construction is anticipated to begin as early as summer of 2027.

King Cove does not participate in the National Flood Insurance Program. The project would be constructed adjacent to two unnamed anadromous streams; however, no significant encroachments or net changes to base flood elevations are anticipated.

The proposed airport improvements are located within the existing DOT&PF airport property. Temporary pedestrian and traffic disruptions are anticipated during construction. There may be short-term impacts to aircraft operations and Best Management Practices would be used during construction to avoid and minimize construction-related impacts.

Development of the proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a Categorical Exclusion (CE). Possible affected resources include wetlands, waters of the U.S., and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts
• Endangered Species Act
• National Historic Preservation Act - Section 106
• EO-11990 (Wetlands Protection)
• EO-11988 (Floodplain Protection)
• US Fish and Wildlife Coordination Act
• U.S. DOT Act Section 4(f)

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
