DOT&PF Notice to Begin Engineering & Environmental Studies and Floodplain Encroachment: Ketchikan Airport Seaplane Ramp and Haul Out Refurbishment

The Alaska Department of Transportation and Public Facilities (DOT&PF), in cooperation with the Alaskan Region of the Federal Aviation Administration (FAA), is proposing to remove the existing concrete planks and replace the sea plane ramp and haul out facility at the Ketchikan Airport in Ketchikan, Alaska.

The existing Ketchikan Airport Seaplane Ramp and Floats have reached the end of their service life, and the existing floats and pile restraints were removed due to safety concerns. The haul-out ramp is so badly worn that it is causing damage to aircraft through the vibrations and jolts. The project is proposing to remove the existing concrete planks and replace the facility with a new seaplane launch ramp roughly 200 feet from existing facilities to avoid conflicts with future improvements at the airport.

Construction is anticipated to begin in the spring of 2026 and finish within one season.

The proposed project is located in a mapped floodplain, Zone AE. With the proposed activities, the encroachments are to be minor, with no net changes to the base flood elevation, thus they would not result in significant encroachments. Additionally, no longitudinal encroachments are anticipated.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a Categorical Exclusion (CE). Possible affected resources include wetlands, waters of the U.S., bald eagles, essential fish habitat, and threatened and endangered species.

The proposed project would comply with all applicable authorities including:
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts
• Endangered Species Act
• EO-11988 (Floodplain Management)
• EO-11990 (Protection of Wetlands)
• Magnuson-Stevens Fishery Conservation Management Act
• National Historic Preservation Act - Section 106
• Section 4(f) of the U.S. Department of Transportation Act
• U.S. Fish and Wildlife Coordination Act

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
