Kenai Gas Field Pad 14-6
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ0094MSS02 for the Kenai Gas Field Pad 14-6. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1).

Location: Latitude 60.4589º North; Longitude 151.2653º West Kenai, Alaska
Application: Hilcorp Alaska, LLC applied for a minor permit under 18 AAC 50.508(6) in order to revise the terms and conditions of a Title I permit. Hilcorp Alaska, LLC also applied for a revision to the operating permit and submitted supplemental information on September 16, 2024 and April 4, 2025. This public notice is for the draft operating permit and preliminary minor permit.
Activity: The Kenai Gas Field Pad 14-6 is a crude oil and gas production facility that provides natural gas for industrial and domestic use.
Emissions: Change in annual emissions of regulated air pollutants at the stationary source will not exceed an increase of 2.3 tons of Carbon Monoxide, 1.4 tons of Particulate Matter, and 31.6 tons of Sulfur Dioxide (SO2), and includes a decrease of 0.4 tons of Nitrogen Oxides (NOx), 20.0 tons of Volatile Organic Compounds, and 5.5 tons of Hazardous Air Pollutants (HAP). The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 495.93 tons.
ADEC Preliminary Review: Based on review of the applications, ADEC drafted a preliminary permit decision for the Kenai Gas Field Pad 14-6 under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
