Lemon Creek Standby Generation Station
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alaska Electric Light and Power Company’s application for Air Quality Control Operating Permit AQ0209TVP06 for the Lemon Creek Standby Generation Station, under Alaska Statutes 46.14 and regulation 18 AAC 50.
Applicant: Alaska Electric Light and Power Company, 5601 Tonsgard Court, Juneau, AK, 99801-7201
Location: 58º 21´ 13" North; 134º 29´ 44" West
Application: As required by 18 AAC 50, Alaska Electric Light and Power Company applied for a renewal operating permit for the Lemon Creek Standby Generation Station. ADEC received the application on February 27, 2025. This public notice is for the draft operating permit only.
Activity: The Lemon Creek Standby Generation Station is a standby electric generation station that operates in Juneau, Alaska.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 1,089 tons of Nitrogen Oxides, 327 tons of Carbon Monoxide, 46 tons of Particulate Matter, 293 tons of Sulfur Dioxide, 34 tons of Volatile Organic Compounds, and 1.56 tons of Hazardous Air Pollutants (HAP), with highest individual HAP estimated at 0.47 tons. The potential annual emissions for Greenhouse Gases are estimated at 152,953 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1789 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Lemon Creek Standby Generation Station under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
