Milne Point Production Facility
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Operating Permit AQ0200TVP03 for the Milne Point Production Facility under Alaska Statute 46.14 and regulation 18 AAC 50.

Location: Latitude: 70º 27.5´ North; Longitude: 149º 26.2´ West
Application: As required by 18 AAC 50, Hilcorp Alaska, LLC applied for a renewal operating permit for the stationary source, and ADEC received the application on June 19, 2017. Hilcorp Alaska, LLC requested an informal review of the operating permit issued on March 17, 2025. ADEC received the request on April 4, 2025. This public notice is only for the conditions of the operating permit that were remanded for reconsideration (Conditions 15, 16, 22.2, 27.8.d, 35, 44.4, and 47.2.b).
Activity: The stationary source is an oil and gas exploration and production operation.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source are: 722 tons of nitrogen oxides, 358 tons of carbon monoxide, 38 tons of particulate matter, 41 tons of sulfur dioxide, 121 tons of volatile organic compounds, 321,745 tons of carbon dioxide equivalent emissions, and 22 tons of hazardous air pollutants (HAP). The total annual potential emissions of regulated air pollutants, other than greenhouse gases, is 1,280 tons per year.
ADEC Preliminary Review: Based on review of the request for informal review, ADEC drafted a preliminary permit decision for the stationary source under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
