DOT&PF Notice of Project Update: Juneau Glacier Highway Resurface: Ferry Terminal to S. Lena

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to resurface Glacier Highway from the Auke Bay Ferry Terminal (mile marker 14) to just past the intersection with S. Lena (mile marker 16.4).

The proposed project would:
Resurface Glacier Highway from the intersection of Glacier Highway and Auke Bay Ferry Terminal East Berth Road to the intersection of Glacier Highway and South Lena Loop Road. Associated preventative maintenance activities may include minor structural section improvements, drainage repairs, guardrail replacement, striping, and sign replacement.

Construction is anticipated to begin spring/summer of 2026 or sooner.

Floodplains
The proposed project will necessitate encroachments to the mapped floodplain. An analysis of FEMA Mapping (FIRM ID 02110C-1218E) indicates the project is adjacent to the Zone AE, 1% annual chance (100-year) flood. The project may encroach into the base 100 year floodplain. Proposed project activities are anticipated to be minor and not anticipated to result in significant encroachments.

Traffic Impacts
There are times traffic will be reduced to one lane with flaggers along Auk Nu Cove from the Auke Bay Ferry Terminal to Otter way with a potential for delays up to 20 minutes for travel to locations past this point.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023 and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a Categorical Exclusion (CE). Possible affected resources include waters of the U.S., eagles, fish habitat, and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts
• Endangered Species Act• EO-12898, Environmental Justice
• EO-11988, Floodplain Management
• Magnuson-Stevens Fishery Conservation Management Act
• National Historic Preservation Act - Section 106
• U.S. Fish and Wildlife Coordination Act

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
