Subject to AS 38.05.020 (ILMA) and 38.05.850 (Public Access Easement), the Northern Regional Land Office has received an application for the following:
APPLICANT: Department of Public Safety
PROJECT NAME: Old Murphy Dome Road Communications Site
GEOGRAPHIC LOCATION: The applicant has requested an authorization for the use of land northwest of Fairbanks. The requested parcel is to the north of Old Murphy Dome Road near Martin Subdivision, approximately 1.75 miles east of the intersection of Murphy Dome Road and Old Murphy Dome Road.
LEGAL DESCRIPTION: A tract of land located within Section 31, Township 2 North, Range 3 West, Fairbanks Meridian. Alaska being within the Fairbanks Recording District, Fourth Judicial District, State of Alaska and more particularly described as follows:
Alaska State Land Survey No. 85-282 recorded in the Fairbanks Recording District on July 7, 1987 as plat No. 87-48 containing approximately 5 acres.
REQUESTED ACTIVITY: On October 14, 2024, the Department of Natural Resources (DNR), Division of Mining, Land, and Water (DMLW), received an application for a Public and Charitable Lease from the Department of Public Safety (DPS) for an existing telecommunication tower on state-owned, DMLW-managed lands near Murphy Dome, Alaska. The purpose of the requested lease is to allow for the continued maintenance and operation of the telecommunication site. DMLW is considering issuing an Interagency Land Management Assignment (ILMA) rather than a lease. DMLW is also considering authorizing a public easement to encompass and protect the existing access road.
REQUESTED TERM: 55 years, we are considering a maximum term of 25 years.

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
