PRELIMINARY DRAFT GENERAL PERMIT
TO DISCHARGE TO WATERS OF THE UNITED STATES

ADEC has prepared an APDES preliminary draft Non-contact Cooling Water General Permit. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Applicant:      Statewide Non-contact Cooling Water Discharge Facilities

Proposed Project and Location:

The discharge of non-contact cooling water to fresh and marine surface waters in the State of Alaska. Non-contact cooling water is water that is used to reduce temperature and that does not come into direct contact with any raw material, intermediate product, waste product (other than heat), or finished product. Operations may include discharges of non-contact cooling water, defrost water, heat pump transfer water, and cooling tower blowdown. Non-contact cooling water maintains effective operating temperatures for buildings as well as equipment. Non-contact cooling water may be used to cool equipment such as air compressors, air conditioners, condensers, electronics/transformers, hydraulic presses, injection molding and roto-molding equipment, oven seals, vacuum pumps, vapor degreaser condensers, viscosity baths, welding equipment including spot welders and x-ray processors. The general permit restricts coverage to facilities with design intake flows and discharges of less than 2.0 million gallons per day.
