The attached delegation of authority was signed by Commissioner John Boyle, and is posted here pursuant to AS 44.62.175(a)(6):

Effective immediately, the authority of the director of the division of lands under AS 38.95.410(d)
to make a written finding that a carbon offset project will best serve the interests of the state under
AS 38.05.035(e) is hereby delegated to the Executive Director of the Office of Project
Management and Permitting.

Further, this memo serves as a supplement to Department Order 003, which describes and lists the
delegation of certain authorities for the Commissioner of the Department of Natural Resources to
subordinate officials of the department. The supplement adds the following to the June 30, 2016,
Master List of Delegations of Authority (Attachment 1 to Department Order 003):
