DOT&PF Notice To Begin Engineering & Environmental Studies: False Pass Airport Fence Rehabilitation

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to rehabilitate the existing facilities at the False Pass Airport. DOT&PF has informed the Federal Aviation Administration (FAA) Alaska Region Airports Division of their intent to apply for federal funding assistance for the proposed project.

The proposed work includes the following activities:
• Resurfacing Runway 14/32, taxiway and apron
• Resurfacing the airport access road and replace roadway guardrail and signage
• Installing or replacing airfield signage as necessary
• Adding retro reflective markers to the movement area
• Replacing the supplemental wind cone (in-kind replacement)
• Replacing the segmented circle and wind cone (in-kind replacement and moving segmented circle up to 10 feet to be outside the Runway Object Free Area [ROFA])
• Build new wind cone access road and the segmented circle pad
• Install a new access road to the supplemental wind cone
• Address bridge abutment and streambank erosion at crossing over Roundtop Valley Creek
• Vegetation clearing of the ROFA
• Implementing drainage improvements (e.g., culvert repair, ditch reconditioning, rock armoring, etc.)
• Rehabilitate RW 32 end
• Replace airport and airport access road culverts and improve drainage ditches as necessary
• Establish contractor staging area adjacent to the apron (2 acres)

Supporting field studies include topographic survey, geotechnical investigation, wetlands, invasive species, and cultural resources.

Field studies were conducted during the summer and fall of 2024 and are anticipated to continue into the spring of 2025. Construction is anticipated to begin as early as summer of 2027.

False Pass does not participate in the National Flood Insurance Program. The project is adjacent to Isanotski Strait and erosion protection activities would be constructed in Round Top Valley Creek; however, DOT&PF anticipates no significant encroachments or net changes to base flood elevations.

Development of the proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts
• Endangered Species Act
• National Historic Preservation Act - Section 106
• EO-11990 (Wetlands Protection)
• EO-11988 (Floodplain Protection)
• US Fish and Wildlife Coordination Act
• U.S. DOT Act Section 4(f)

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
