FORT KNOX MINE
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Fairbanks Gold Mining, Inc.’s application for Air Quality Control Minor AQ0053MSS05 for the Fort Knox Mine. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit AQ0053TVP04 using the integrated review procedures described in 18 AAC 50.326(c)(1). ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Application:
Fairbanks Gold Mining, Inc applied for a minor permit under 18 AAC 50.508(6) to update the emissions unit inventory and permit hygiene. Fairbanks Gold Mining, Inc also applied for a revision to operating permit and submitted supplemental information on May 1, 2024. This public notice is for the draft operating permit and preliminary minor permit.
Activity:
The Fort Knox Mine is an open pit gold mining and ore processing facility near Fairbanks, Alaska.
Emissions:
The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 89.39 tons of Nitrogen Oxides, 12.26 tons of Carbon Monoxide, 4.10 tons of Particulate Matter, 50.72 tons of Sulfur Dioxide, 1.61 tons of Volatile Organic Compounds, 17,936.31 tons of Carbon Dioxide Equivalent emissions, and 0.17 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (lead) estimated at 0.05 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 158.07 tons.
ADEC Preliminary Review:
Based on review of the application, ADEC drafted a preliminary permit decision for the Fort Knox Mine under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:
Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
