Notice of Application for State Air Quality Permit AQ0091TVP03 and AQ0091MSS03 Hilcorp Alaska LLC, Tyonek Platform

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ0091MSS03 Revision 2 for the Tyonek Platform. Additionally, ADEC proposes to renew Air Quality Control Operating Permit AQ0091TVP03 using the integrated review procedures described in 18 AAC 50.326(c)(1).

Application:
Hilcorp Alaska, LLC applied for a minor permit under 18 AAC 50.508(6) to revise minor permit conditions for the Crane Replacement Project.  Hilcorp Alaska, LLC also applied for a renewal operating permit and submitted supplemental information on February 23, 2023.  This public notice is for the preliminary minor permit and draft operating permit.

Activity:
The Tyonek Platform is an offshore production platform that produces natural gas to be transferred to the Harvest pipeline for sale.

Emissions:
The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 368.28 tons of Nitrogen Oxides, 237.13 tons of Carbon Monoxide, 15.38 tons of Particulate Matter, 56.05 tons of Sulfur Dioxide, 28.55 tons of Volatile Organic Compounds, and 4.40 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (formaldehyde) estimated at 1.79 tons.  The potential annual emissions for Greenhouse Gases are estimated at 161,222 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 705.39 tons.

ADEC Preliminary Review: 
Based on review of the application, ADEC drafted a preliminary permit decision for the Tyonek Platform under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:
Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
