Hilcorp Alaska LLC, Lewis River Unit, Notice of Application for State Air Quality Permit AQ1913ORL01

LEWIS RIVER UNIT

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1913ORL01 to Hilcorp Alaska, LLC for the Lewis River Unit under Alaska Statute 46.14 and regulation 18 AAC 50.

Location: Western Side of Cook Inlet, AK

Activity: Limit emissions with non-selective catalytic reduction to avoid a minor permit. 

Emissions:  The change in emissions at the stationary source will not exceed 10 tons per year of NOX potential emissions increases by operating the new EU ID 15 with non-selective catalytic reduction, thereby staying below the minor permitting threshold under 18 AAC 50.502(c)(3). The other regulated criteria pollutants (PM10, PM2.5, SO2, and CO) remain below the thresholds listed in 18 AAC 50.502(c)(3) with or without the limit. 

ADEC Preliminary Review:  Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Lewis River Unit.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state Law. ADEC will issue a final decision to issue or deny the ORL after the close of the public comment period.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
