Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:
APPLICANT: University of Alaska, Alaska Alpine Club
PROJECT NAME: LAS 35451
GEOGRAPHIC LOCATION: The proposed site is located near mile 38 of the Elliott Highway, beyond an existing pullout, outside the DOT right-of-way in an area commonly referred to as Grapefruit Rocks Area (GRA).
LEGAL DESCRIPTION: Section 4, Township 5 North, Range 3 West, Fairbanks Meridian
REQUESTED ACTIVITY: The Division of Mining, Land, and Water (DMLW) has received a land use permit application from the University of Alaska, in conjunction with the Alaska Alpine Club (AAC), for the construction and establishment of a trail-head outhouse (pit privy) and the installation of a trail-head map, sign, and bulletin board. The request also includes the installation of up to fifteen trail markers demarcating existing trail forks at the Upper Grapefruit Rocks Area (East) and Lower Grapefruit Rocks Area (West). The single pit privy would be constructed and operated in accordance with DEC guidelines for design, operation and closure.

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
