Notice of Pipeline Application and Request

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on April 1, 2025, Hilcorp North Slope LLC (Hilcorp North Slope) and Alyeska Pipeline Service Company (Alyeska) (collectively, Applicants), acting on behalf of, and as agent for, Harvest Alaska, LLC, ExxonMobil Pipeline Company, and ConocoPhillips Transportation Alaska, Inc., owners of the Trans-Alaska Pipeline System (TAPS), jointly filed an application for a permit to connect Hilcorp North Slope’s existing natural gas liquids (NGLs) field gathering pipeline from the Prudhoe Bay Unit (PBU) to TAPS Pump Station 1 (PS1), and for a permit to construct and operate the proposed interconnect facilities. The Applicants also filed a request seeking approval of a connection agreement between Hilcorp North Slope and Alyeska related to the design, installation, construction and operation of the interconnect facilities. Docket No. P-25-007 was opened to address these filings.  

The interconnect facilities will be installed between Skid 50 and a tie-in just upstream of PS1 mainline unit pumps to allow additional NGL blending into the TAPS common stream. This will maximize the export of NGLs from the PBU by using available TAPS bubble point vapor pressure capacity that exists downstream of PS1.

No motion for waiver or petition for confidential treatment was filed with the application and request. The Commission has not assessed the completeness of the filings. The Commission will determine whether the filings are complete by April 22, 2025.
