The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit Plan of Operations Application (Plan) from Great Bear Pantheon, LLC (Great Bear) on March 19, 2025, requesting authorization to construct a gravel pad and drill the Dubhe-1 exploration well. The proposed project will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division is providing public notice and an opportunity to comment.

Project Description: The Plan proposes to construct a new gravel pad 1,500 feet west of the Dalton Highway, approximately 27 miles south of Deadhorse, in order to drill the Dubhe-1 exploration well in the Talitha Unit (TAU). The gravel pad will measure approximately 500 feet by 310 feet and cover 3.56-acres. The gravel driveway will be five feet thick, 50 feet wide, and 1,400 feet long. Support facilities will include a satellite office camp; storage areas for fuel, drilling waste, or fluid components; and maintenance buildings. Gravel work is expected to begin May 15, 2025, followed by drilling operations in July 2025.
