Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:
APPLICANT: Alyeska Pipeline Service Company
PROJECT NAME: ADL 422538
GEOGRAPHIC LOCATION: Adjacent to Himalaya Road at the intersection of the Trans Alaska Pipeline.
LEGAL DESCRIPTION: Section 11 of Township 3 North, Range 2 West, Fairbanks Meridian.
REQUESTED ACTIVITY: The Division of Mining, Land and Water (DMLW), Northern Regional Office (NRO), has received a public access easement application from Alyeska Pipeline Service Company for the construction of a public parking area. The applicant states the proposed parking area would facilitate public access to public lands while allowing Alyeska to safely access the pipeline right-of-way for maintenance. The applicant proposes to clear trees from a 60 ft wide by 400 ft long area within the State managed, 300 ft from centerline pipeline buffer within Section 11 of F003N002W. The cleared area would then be leveled, using imported gravel as necessary, to create alternative parking for members of the public who are currently parking within the pipeline right-of-way. Cut timber would be left onsite for public use. This casefile was previously being adjudicated as a permit under LAS 35196.

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity.
