Subject to 38.05.020, the Department of Natural Resources Southeast Regional Office has received an application for the following:
APPLICANT: Alaska Department of Transportation – Southcoast Region
PROJECT NAME: ADL 108246
GEOGRAPHIC LOCATION:
Safe harbor float West of Fross Island in Helms Bay, near the Southeast end of the Cleveland Peninsula.
LEGAL DESCRIPTION:
Within the Southwest ¼ of the Northeast ¼ of Section 18, Township 072 South, Range 088 East, Copper River Meridian, containing approximately 1.48 acres.
REQUESTED ACTIVITY:
On March 3rd, 2025, the Alaska Department of Transportation Southcoast Region (DOT) renewed their request for an Interagency Land Management Assignment (ILMA) for the safe harbor float residing in Helms Bay. An ILMA application was submitted in September 2013, an agency review was conducted August 2015. However, the ILMA authorization process was not completed. The float was originally permitted for construction by the Army Corps of Engineers in January 1979 and has been functioning as a refuge for fishing boats moving to and from Ketchikan and Wrangell. It also acts as a safe harbor for other water transportation users and recreational boaters to wait out storms and bad weather.

The purpose of this notice is to gather input before a decision is made on this activity.
After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
