Seawater Treatment Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Oil Search (Alaska), LLC’s application for Air Quality Control Minor Permit No. AQ1651MSS02 for the Seawater Treatment Plant.

Location:       Northing: 7,825 km; Easting: 393 km; UTM Zone: 6

Activity:         Oil Search (Alaska), LLC applied for a minor permit under 18 AAC 50.502(c)(3)(a)(iii) for modification to an existing stationary source that would result in an increase of potential emissions of oxides of nitrogen (NOx) exceeding 10 tons per year (TPY); under 18 AAC 50.508(5) for establishing Owner Requested Limits (ORLs) to avoid PSD review under 18 AAC 50.306 for carbon monoxide (CO) and volatile organic compounds (VOCs); and under 18 AAC 50.508(6) for revising and rescinding permit terms and conditions of the previous permit, Minor Permit No. AQ1651MSS01.

Emissions:     The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 120.85 tons of NOx, 243.94 tons of CO, 9.53 tons of Particulate Matter (PM), 78.44 tons of Sulfur Dioxide (SO2), 30.39 tons of VOCs, 157,724.90 tons of carbon dioxide equivalent emissions (CO2e), and 1.67 tons of hazardous air pollutants (HAPs), with highest individual HAP (formaldehyde) estimated at 0.62 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 483.16 tons.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
