GEOGRAPHIC LOCATION: Along the Steese, Elliott, and Dalton Highways between Fairbanks and the Yukon River bridge.
LEGAL DESCRIPTION: A public utility easement 30 feet wide and approximately 31,957 feet in length, on DNR-DMLW managed lands within the following Townships of the Fairbanks Meridian, and approximately as shown on the attached updated land table and selected sheets of the design plans submitted with the application:

REQUESTED ACTIVITY: The applicant has requested a 25-year public utility easement in order to install an approximately one-half inch diameter fiber optic cable and directly related infrastructure across state uplands near or adjacent to the Steese, Elliott, and Dalton Highways between Fairbanks and the Yukon River bridge. The purpose of the proposed project is to provide a high-speed broadband network to the communities of Fort Yukon, Beaver, Stevens Village, Rampart, and Tanana. The fiber optic cable is planned to be installed in the summer of 2025 and following winter using techniques set forth in the attached plan of work. As most of the upland fiber optic line is within DOT&PF rights-of-way, this application pertains only to approximately six miles of the route where DNR-DMLW authorization is needed.
RELATED ACTIONS: A separate easement application was submitted under ADL 422214 for a public utility easement for portions of the project within and near the Yukon River. Comments for that portion of the project were sought separately and a decision to grant an easement was issued on February 4, 2025.
REQUESTED TERM: 25 years.
