Endicott Production Facility
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ0181MSS10 Revision 1 for the Endicott Production Facility.
This is the second public notice for the preliminary minor permit due to an application amendment submitted by the applicant after the first public notice period.

Location: Latitude 70.351921º North; Longitude 147.954017º West
Activity: Hilcorp Alaska, LLC applied for a minor permit revision under 18 AAC 50.508(6) to specify the H2S content limits of gaseous fuel combusted in terms of short-term and long-term limits.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 3,234.44 tons of Nitrogen Oxides, 916.66 tons of Carbon Monoxide, 59.49 tons of Particulate Matter, 501.22 tons of Sulfur Dioxide, 109.81 tons of Volatile Organic Compounds, and 9.31 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Formaldehyde) estimated at 4.35 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 4,821.62 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
