Notice of Application
The REGULATORY COMMISSION OF ALASKA (Commission) hereby gives notice that on March 13, 2025, Inland Pacific Resources, Inc. (IPRI) and SouthWest Water Company (SWWC) (collectively, Applicants) filed an application for authorization for SWWC to acquire a controlling interest in Golden Heart Utilities, Inc. (GHU), and College Utilities Corporation (CUC). GHU holds Certificate of Public Convenience and Necessity (Certificate) Nos: 118 (water), and 290 (wastewater). CUC holds Certificate Nos: 97 (water) and 37 (wastewater). The proposed transaction involves IPRI transferring its holding of Fairbanks Sewer & Water, Inc. (FSWI), the parent company of GHU and CUC, to SWWC. Applicants state that the transaction does not include the transfer or consolidation of any of the public utilities or utility plant used to provide service to customers and will not impact services. Docket No. U-25-008 was opened to address this matter.
No motion for waiver or petition for confidential treatment was filed with the application. The Commission has not assessed the completeness of the application. Pursuant to 3 AAC 48.648 the Commission will determine if the application is incomplete by April 4, 2025.
