Subject to AS 38.05.850, the Southeast Regional Land Office has received an application for the following:
APPLICANT: NSEA Timber Inc.
PROJECT NAME: LAS 35438
GEOGRAPHIC LOCATION: Adjacent to Lutak Road in Haines, Alaska.
Site A: 59.2834 N, 135.4793 W- On state owned tide and submerged lands in between the Haines Ferry Terminal and Chilkoot Lumber, within and outside the boundaries of Alaska Tideland Survey 1340, Tract D.
Site B: 59.2872 N, 135.4962 W- On state owned submerged lands within and outside the boundaries of Alaska Tideland Survey 1385, Tract B.
LEGAL DESCRIPTION:
Section 9, Township 30 South, Range 59 East, Copper River Meridian
REQUESTED ACTIVITY: The Alaska Department of Natural Resources, Division of Mining, Land and Water has received an application for the issuance of a 5-year Land Use Permit to authorize the use of state-owned tide and submerged lands for a temporary Log Transfer Facility and log storage site. The permit would consist of two parcel sites, Site A- Log Transfer Facility, and Site B- Log Storage Area.
Site A: Log Transfer Facility- The Log Transfer Facility will consist of two 70’ steel slides with metal legs extending from the uplands into the submerged lands for the transportation of logs into the water and one log raft assembly area enclosed by anchored boom sticks in an ‘L’ shape (140’x490’) and secured to the submerged lands with seven concrete anchors. Log rafts will be constructed inside the ‘L’ shape log raft assembly area. The Log Transfer Facility area will require roughly six acres of tide and submerged land.
Site B: Log Storage Area- Log rafts that are assembled on Site A will be towed to a log storage site. Log rafts will be secured to anchored boom sticks running parallel to the shoreline where they will then be towed to the inlet and loaded onto log ships to be transported out of state for processing. The storage area will require roughly 2,500 feet of linear space parallel to the shore.

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity.
