NOTICE OF COMMISSIONER’S DECISION
TO DENY A CERTIFICATE OF NEED
THE DEPARTMENT OF HEALTH
In accordance with 7 AAC 07.070, the Commissioner of the Department of Health has issued a decision on the Certificate of Need application described below.
Applicant’s Name: Alaska Regional Hospital
Project/Activity: Establishment of a Hospital-Based Emergency Department in South Anchorage, Alaska
Alaska Regional Hospital proposes to expand its existing emergency department capacity by constructing a Free-Standing or Hospital-Based Emergency Department, in South Anchorage. The new construction will consist of 10,860 square feet, be a free-standing building and encompass five (5) emergency department beds, one (1) CT Scanner, one (1) X-ray machine, one (1) Ultrasound machine, defibrillators and patient monitors, and an infant warmer.
Total Cost of the Project: $17,421,000
Estimated completion date: Winter 2025

Summary of Decision: In accordance with AS 18.07 and 7 AAC 07, Alaska Regional Hospital’s request for a Certificate of Need for its Hospital-Based Emergency Department has been denied.
Any member of the public who is substantially affected by activities authorized by this certificate of need may initiate an administrative hearing under 7 AAC 07.082. The request must be made in accordance with 7 AAC 07.082 and must be received by the department no later than 4:30 p.m., Monday, March 31, 2025. Please remit any request to:
