The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ0082MSS06 for the Valdez Marine Terminal.

Location: Latitude 61º 5´ 10" North; Longitude 146º 23´ 20" West

Activity: Alyeska Pipeline Service Company applied for a minor permit under 18 AAC 50.508(5) to authorize a tank degassing thermal oxidizer.

Emissions: The change in potential annual emissions of regulated air pollutants at the stationary source are: 3.13 tons of nitrogen oxides, 1.81 tons of carbon monoxide, 0.17 tons of particulate matter, 0.01 tons of sulfur dioxide, and 0.19 tons of volatile organic compounds. The total change in potential emissions of regulated air pollutants is 5.31 tons per year.

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
