PURPOSE
In January 2024, the Department of Natural Resources (DNR) issued Invitation to Bid (ITB) 2024-1000-0044 to solicit competitive bids from qualified contractors for as-needed fixed-wing and helicopter services to support emergency wildland firefighting for the Division of Forestry (DOF). A provision in the ITB allows DNR to hold Open Enrollment periods during the contract term. This solicitation marks the first Open Enrollment period conducted under this provision.
The purpose of this Open Enrollment period is to:
- allow existing contractors to add new aircraft to, or remove existing aircraft from, their contract;
- allow existing contractors to increase or decrease their prices for aircraft currently on the existing contract; and
- allow new contractors to be added to the contract.
Existing contractors who do not wish to add or remove aircraft or adjust pricing are not required to participate in this ITB. Aircraft awarded under contracts resulting from this solicitation will exclusively support firefighting operations for active fires managed or supported by the Division of Forestry & Fire Protection.
BID SUBMITTAL
Bids must be received no later than 2:00 PM Alaska Time on March 15, 2025, via email to madelyn.lowe@alaska.gov, or mailed/hand delivered to DNR/DOF 101 Airport Rd. Palmer, AK 99645. Responses received after this date and time will be considered non-responsive and will be rejected.
