Bailey Power Plant
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Ketchikan Public Utilities’ (KPU’s) application for Air Quality Control Operating Permit AQ0108TVP06 for the Bailey Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application: KPU applied for an operating permit renewal on October 16, 2024.
Activity: The Bailey Power Plant is an electric power generating facility that provides emergency electricity to the city of Ketchikan, Alaska with diesel-fired reciprocating engines. Ketchikan is typically powered by hydroelectric sources of power, both local (Ketchikan Lakes, Silvis Lakes, Beaver Falls, and Whitman Lake) and via the Southeast Alaska Power Agency (SEAPA) sources (Swan and Tyee Lakes). The Bailey Power Plant only provides emergency power in the event of low water supply and/or transmission loss.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 1,081.07 tons of Nitrogen Oxides, 138.48 tons of Carbon Monoxide, 30.41 tons of Particulate Matter, 0.46 tons of Sulfur Dioxide, 38.47 tons of Volatile Organic Compounds, and 1.40 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Propylene Oxide) estimated at 0.89 tons. The potential annual emissions for Greenhouse Gases are estimated at 52,374 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,288.89 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Bailey Power Plant under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
