Notice of Utility Petition and Stipulation
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on January 3, 2025, the Alaska Exchange Carriers Association, Inc., on its own behalf and on behalf of its member local exchange carriers (collectively, AECA), together with Alascom, Inc. d/b/a AT&T Alaska (AT&T Alaska), and General Communication Corp., d/b/a General Communication, Inc. d/b/a GCI (GCI) (collectively, the parties), filed a petition requesting acceptance of a stipulation resolving all issues related to the establishment of Alaska intrastate access charge rates for the period from July 1, 2025, through June 30, 2026, and additionally for the period from July 1, 2026, through June 30, 2027. Docket No. U-25-001 was opened to address this matter.
In conjunction with its petition, the parties requested a multi-year waiver of Sections 003(a), 701, 702 and 703 of the Alaska Intrastate Interexchange Access Charge Manual (AIIACM), which specifies certain annual filing requirements for AECA and its pooled local exchange carriers and establishes an April 1 effective date. In addition, the parties requested a waiver of Sections 106, 111, 112 and 118 of the AIIACM, which address the methodology for computing specific intrastate access charge rate elements. The parties also seek waiver of Federal Communications Commission regulations pertaining to the methodologies for computing charges for Dedicated Transport, the terminating charges for Common Transport, Local Switching, and Information Services, and the rate elements for Toll-Free Originating End Office Access Service including Toll Free Database Query charges.
The Commission may approve, deny or modify, in whole or in part the stipulation and waiver requests proposed by the parties. The Commission may impose conditions on approval or take other actions to protect the public interest.
