TE8-9001 PUBLIC NOTICE

Notice of Electric Reliability Organization Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that the Railbelt Reliability Council (RRC) filed TE8-9001, seeking approval of four Reliability Standards. Specifically, it requests approval of:

  • RRC-BAL-003 Frequency Response and Bias, applicable to Balancing Authorities and Reliability Coordinators;
  • RRC-INT-006 Evaluation of Interchange Transactions, applicable to Reliability Coordinators and Transmission Service Providers;
  • RRC-VAR-001 Voltage and Reactive Control, applicable to Transmission Operators and Generator Operators; and
  • RRC-VAR-002 Generator Operations for Maintaining Network Voltage Schedules, applicable to Generator Operators.

With TE8-9001, the RRC requests a waiver of 3 AAC 46.410(a)(8), the requirement that it provide a penalty matrix with each Reliability Standard filing. The RRC states it has adopted a modified NERC approach of separating the development of the Violation Risk Factor (VRF) and Violation Severity Level (VSL) tables from the development of the reliability standards themselves to allow for earlier submittal and implementation of the standards. Once the VRF/VSL tables for each reliability standard are complete, they will be submitted for review and approval by the Commission. The RRC states it anticipates filing the VRF/VSL tables for the proposed Reliability Standards in the second quarter of 2025.

Reliability Standards govern the practices of entities connected to the interconnected transmission system to ensure safe and reliable service for all users. They are filed with the Commission by an Electric Reliability Organization as tariff filings and undergo review following standard tariff review practices.
