The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1513ORL02 to Alaska Power & Telephone Co. for the Klawock Power Generation Station under Alaska Statute 46.14 and regulation 18 AAC 50.

Applicant:      Alaska Power & Telephone Co., 136 Misty Marie Lane, Ketchikan, AK 99901

Location:       6698 Klawock-Hollis Highway, Klawock, AK 99925

Activity:         The Klawock Power Generation Station is seeking to add an additional unit to back up the standby generator. This public notice is for the draft ORL only.

Emissions:  The potential to emit at the stationary source will not exceed 40 tons per year NOx by limiting EUs 8 and 10 to 2,474,000 and 955,000 kilowatt hours, respectively. This limit will also keep other regulated air pollutants below the minor permit thresholds listed in 18 AAC 50.502(c)(1) and the operating permit thresholds listed in 18 AAC 50.326.

ADEC Preliminary Review:  Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Klawock Power Generation Station.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state Law.  ADEC will issue a final decision to issue or deny the ORL after the close of the public comment period.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
