DOT&PF Notice to Begin Engineering & Environmental Studies and Floodplain Encroachment: Juneau Point Stephens Culvert

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to replace culverts and address drainage issues in the Point Stephens neighborhood in Juneau, Alaska. The project will characterize all water catchment areas that influence the conveyance of surface water and evaluate the location, geometry, and conveyance capacity of existing DOT&PF hydraulic structures. These engineering evaluations will be used to assist with improving current DOT&PF infrastructure and their continued use.

DOT&PF is proposing the following activities:
• Remove three (3) existing culverts along Point Stephens Road and Point Stephens Spur Road
• Install three (3) new culverts of equal or larger size along Point Stephens Road and Point Stephens Spur Road
• Clean and regrade the ditches connective culverts for improved hydraulic connectivity

The project is located on a perennial stream, but outside of the mapped floodplain zone. With the proposed activities, the encroachments are anticipated to be minor, with no net changes to the base flood elevation, thus they would not result in significant encroachments. Additionally, no longitudinal encroachments are anticipated.

The project is anticipated to occur in 2026. Temporary traffic disruptions and delays are anticipated in the Point Stephens and Point Stephens Spur neighborhood during the construction of this project, and such delays would be addressed in a traffic control plan as the project progresses.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023 and executed by FHWA and DOT&PF. 

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, Waters of the U.S. (WOTUS), eagles, invasive plant species, Section 4(f) properties and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts
• EO-11988 (Floodplain Management)
• EO-12898 (Environmental Justice)
• EO-13112 (Invasive Species)
• National Historic Preservation Act - Section 106
• U.S. Fish and Wildlife Coordination Act
• Section 4(f) of the U.S. Department of Transportation Act
• Migratory Bird Treaty Act

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
