The Alaska Department of Transportation and Public Facilities (DOT&PF) is soliciting proposals for a Biomass Feedstock Assessment, a project supported by the FAST-SAF Tier 1 Grant and additional supplemental funds. This assessment aims to unlock Alaska’s potential to lead in Sustainable Aviation Fuel (SAF) production using local biomass resources, with a primary focus on supporting the Alaska International Airport System (AIAS) which features Ted Stevens Anchorage International Airport (TSAIA). Strategically located at the crossroads between North America and Asia, TSAIA is one of the world’s busiest cargo airports, is seeing unprecedented growth, and is uniquely positioned to serve as a refueling hub for trans-Pacific and global air cargo routes. TSAIA handles an annual average of over 850 million gallons of fuel across the past five years. Providing SAF as an option at both Fairbanks and Anchorage International Airports could reduce aviation emissions and solidify Alaska’s role as a global leader in sustainable energy solutions for the aviation industry.
This project is a cornerstone of DOT&PF’s commitment to advancing SAF capabilities. Feedstocks under consideration include forestry residues, fish oil, municipal waste, and other novel resources with potential for future scalability in SAF production. This project will also delineate pathways for optimizing biomass logistics, examining factors such as transportation, storage infrastructure, and environmental sustainability to support a viable, in-state SAF supply chain. By analyzing biomass logistics, storage, and environmental impacts, this project will establish strategies for a resilient, in-state SAF supply chain that reduces emissions, supports fuel security, and drives economic growth throughout Alaska. This solicitation will result in the award of a single contract for the required services.
Proposals must be received no later than 2:00 PM prevailing Alaska Standard Time on December 13, 2024. faxed or oral proposals will not be accepted.
