RFP #25251013, Knik Arm Tunnel Feasibility Study

The State of Alaska Department of Transportation and Public Facilities is soliciting for professional civil and geotechnical engineering services to perform a feasibility study for constructing a tunnel underneath Knik Arm, creating a new transportation corridor between Anchorage and the Matanuska-Susitna Valley, and destinations to the north and east.  This study will address potential safety, mobility, and economic benefits associated with the proposed tunnel as an alternative to the existing Glenn Highway and will assess the feasibility of utilizing advanced tunneling technologies aimed at reducing costs and increasing boring speeds.  

A complete description of services is contained in the RFP Package.  Estimated period for performance of the Agreement is approximately December 2024 through December 2025.  Cost of these professional services is expected to be in the range of greater than a $1,000,000.

The Request for Proposals (RFP) Package will be available NOVEMBER 13, 2024, and may be downloaded from our web site at:  https://dot.alaska.gov/procurement/awp/awp-rfp-cal.cfm  Or the RFP may be obtained in person from the DOT&PF plans room at the Engineering Services Building, Room 3, 2301 Peger Road, Fairbanks, Alaska.  Persons residing outside the City of Fairbanks may obtain an RFP Package through the mail by telephoning (907) 451-2247 or TDD number 711 or 1-800-770-8973. (for Hearing Impaired, requires special equipment).  There is no charge for the RFP package.

FOLLOW INSTRUCTIONS IN THE RFP FOR SUBMITTING PROPOSALS: Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received at the address indicated on the RFP no later than DECEMBER 5, 2024, 4:00 p.m., prevailing time.

The Northern Region Contracts Section will accept electronic (Zendto) submission of proposals.

  *Received files will be downloaded but not opened until after the submittal deadline passes.

The proposals may still be dropped off at our office.  A locked Drop Box is located at the outside entry of the Tech Services Building #3 (Contracts Building Main Parking Lot West Side Entrance).  Call or Text (907) 799-5632 when you place documents in the Drop Box and we will retrieve and timestamp your documents. 

Individuals with disabilities, including the hearing impaired, who may need auxiliary aids, services, and/or special modifications to submit a proposal should contact the TTY number 711 or 1-800-770-8973, no later than one week prior to the submittal date to make any necessary arrangements.
