NOTICE OF APPLICANT REVIEW OF AN
ALASKA POLLUTANT DISCHARGE ELIMINATION SYSTEM (APDES)
PROPOSED FINAL GENERAL PERMIT
TO DISCHARGE TO WATERS OF THE UNITED STATES

Following the close of a 30-day public notice and review period, DEC has prepared a proposed final APDES General permit AKG320000 - Statewide Oil and Gas Pipelines (Permit). Prior to making the final decision to issue the permit, DEC invites you to view the proposed final permit and associated documents. Permit Name: Statewide Oil and Gas Pipelines

Proposed Permit Coverage: The proposed permit is a reissuance to authorize discharges associated with pipeline construction, operation, and maintenance. Discharges may be to waters of the United States (18 AAC 83 – APDES Program) or discharges to waters of the state or land disposals (18 AAC 72 – Wastewater Disposal) in accordance with effluent limits, monitoring requirements, and other conditions set forth in the Permit and Fact Sheet. The following discharges or disposals are proposed to be authorized by the Permit:


  • Discharge 001 – Drilling Fluids and Drill Cuttings
  • Discharge 002 – Domestic Wastewater
  • Discharge 003 – Gravel Pit Dewatering
  • Discharge 004 – Excavation Dewatering
  • Discharge 005 – Hydrostatic Testing
  • Discharge 006 – Storm Water
  • Discharge 007 – Mobile Spill Response
  • Discharge 008 – Contained Water

The Permit proposed to authorize a 500-meter standard mixing zone for turbidity and residues from Drilling Fluids and Cuttings, Gravel Pit Dewatering, and Excavation Dewatering (Discharges 001, 003 and 004).

Determination: DEC proposes to issue the above listed permit.

Public Comments: Comments from the general public were accepted during the Public Notice period from August 21, 2024 through September 23, 2024 and will not be accepted during this review period.

Deadline for Written Applicant Review Comments: The deadline for proposed final permit review comments by the applicant is October 25, 2024, 12:00 pm (midnight) Alaska Standard Time.

Administrative Record: The APDES Proposed Final Permit, Fact Sheet and associated documents are available for public review at the DEC offices located in Anchorage, Fairbanks, Juneau. Please contact the office of your choice to arrange for hard copies of the documents to be available for your review.
