PUBLIC NOTICE STATE OF ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION
An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follows:

Proposed Activity:
Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Crowley Fuels LLC Bethel Bulk Fuel Facility. The north tank farm consists of 5 storage tanks totaling approximately 130,111 barrels shell capacity (with future expansion area for three additional tanks within lined secondary containment). The south tank farm consists of 13 bulk storage tanks totaling 229,428 barrels and 2 tanks not in use and 2 tanks out of service totaling 43,617.67 barrels (within lined secondary containment). Crowley Fuels Bethel has 2 emergency use only tanks with storage capacity of approximately 16,114.81 barrels. The applicant will transport and store the following refined petroleum products: diesel, ultra-low sulfur diesel, unleaded gasoline, aviation gasoline, and jet fuel.

The public comment period for this application begins on October 21, 2024, and ends at 11:59 p.m. on November 20, 2024. Requests for additional information and comments must be received by 11:59 p.m. on November 20, 2024. It is the responsibility of the commenter to verify that email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

The department will hold a public hearing on the plan application if it determines that good cause exists.
