The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alyeska Pipeline Service Company’s application for Air Quality Control Operating Permit AQ0079TVP05 for the Trans-Alaska Pipeline System (TAPS) Pump Station 9 (PS-9), under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application:   APSC applied for a renewal operating permit on January 4, 2024. This public notice is for the draft operating permit.

 

Activity:          Pump Station 9 (PS-9) supports the transportation of crude oil by TAPS, which transports crude oil from the North Slope of Alaska to the Valdez Marine Terminal.

 

Emissions:      The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 401 tons of Nitrogen Oxides, 14 tons of Carbon Monoxide, 3.8 tons of Particulate Matter, 34 tons of Sulfur Dioxide, 411 tons of Volatile Organic Compounds, and 12.4 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (N-Hexane) estimated at 8.16 tons.  The potential annual emissions for Greenhouse Gases are estimated at 23,902 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 864 tons.

 

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Trans-Alaska Pipeline System Pump Station 9 under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
