Notice of Application for State Air Quality Permit AQ1071TVP04, Missile Defense Agency, Missile Defense Complex

Missile Defense Complex

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Missile Defense Agency’s application for Air Quality Control Operating Permit AQ1071TVP04 for the Missile Defense Complex, under Alaska Statutes 46.14 and regulation 18 AAC 50.

 

Applicant:      Missile Defense Agency, 5222 Martin Road, Redstone Arsenal, AL 35898

Location:        63º 58´ North; 145º 43´ West

 

Application: As required by 18 AAC 50, the Missile Defense Agency applied for a renewal operating permit for the Missile Defense Complex. ADEC received the application on May 7, 2024. This public notice is for the draft operating permit only.

Activity:  The Missile Defense Complex provides a platform for missile defense systems.

Emissions:      The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 203.19 tons of Nitrogen Oxides, 19.68 tons of Carbon Monoxide, 97.06 tons of Particulate Matter, 0.30 tons of Sulfur Dioxide, 6.60 tons of Volatile Organic Compounds, and 0.20 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Formaldehyde) estimated at 0.10 tons.  The potential annual emissions for Greenhouse Gases are estimated at 31,961 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 326.82 tons. 

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Missile Defense Complex under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
