NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES: Kalifornsky Beach Road Drainage Improvements/Project No. CFHWY01208/0463022

Notice of Flood Encroachment and Intent to Begin Engineering and Environmental Studies

Project Title: Kalifornsky Beach Road Drainage Improvements

Project No.: CFHWY01208/ 0463022

The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to replace a failing culvert and stabilize road embankment at MP 11.7 of Kalifornsky Beach Road. The purpose of the proposed project is to improve drainage and prevent further erosion of the embankment.

The proposed work would include as necessary:

  • Resurfacing
  • Drainage improvements such as erosion protection, storm drains, ditches, and culverts
  • Vegetation clearing and grubbing.
  • Relocating or adjusting utilities
  • Replacing, repairing, or installing:
  • Guardrails and guardrail end treatments
  • Signs, roadside hardware, and striping

Though the proposed project area is not associated with a mapped regulatory floodway or floodplain, there are areas of undetermined flood hazard near the project site (FEMA Firm Panel 02122C0785E, effective date 10/20/2016). Potential impacts to the base floodplain/regulatory floodway would include improvements to and replacement of culverts and other drainage improvements, vegetation clearing or grubbing, and embankment protection and/or slope modification. No longitudinal or significant encroachment or net changes to the base flood elevations are anticipated.

The proposed project would comply with all applicable authorities including Section 106 of the National Historic Preservation Act; Executive Order-11990 (Wetland Protection); Executive Order-11988 (Floodplain Management); Executive Order-12898 (Environmental Justice); Clean Air Act; Clean Water Act; U.S. Fish and Wildlife Coordination Act; U.S. DOT Act Section 4(f); Bald and Golden Eagle Protection Act; Endangered Species Act; Magnuson-Stevens Fishery Conservation Management Act; and Section 6(f) of the Land and Water Conservation Act.

Construction for the proposed project is anticipated to begin in 2025. To ensure that all possible factors are considered, please provide written comments to the following address by September 13, 2024.
