NOTICE OF REQUEST FOR PROPOSALS
RFP No. 25252014 – Glenn Hwy & Artillery Rd Interchange Improvements
Design & Surveying Services
The Contractor shall provide professional services to complete a bid-ready set of plans, specifications, and estimate (PS&E). The project will reconstruct the Glenn Hwy and Artillery Rd interchange, including replacing the existing bridge No. 1328. Project roadways include Artillery Rd (Eagle View Dr to Eagle River Rd), Glenn Hwy on- and off-ramps, Old Glenn Hwy (Eagle River Rd to Monte Rd), VFW Rd (Missionary Baptist Church to Eagle River Rd), and Old Glenn Hwy (Artillery Rd to Fire House Ln). Additional improvements include paving, grading, drainage, lighting, roadside traffic hardware, retaining wall(s), guardrail, non-motorized improvements (curb ramps, sidewalks, shared-use pathways), channelization, highway on- and off-ramps, intersections (signalized and/or innovative), shared-use pathways, landscaping, utilities, signage, and striping.
Initial anticipated services through local review (35%) level include: Civil Engineering, Environmental, Archeological Survey, Surveying and Right-of-Way (ROW) Mapping; Hydrologic and Hydraulic Design (H&H); Traffic and Safety Analysis; Design Study Report (DSR); Public Involvement; Overhead/Subsurface Utility Engineering; and Utility Coordination and Agreements.
The Contracting Agency anticipates adding Electrical Engineering, Preliminary Work Zone Traffic Control, Erosion and Sediment Control Plan, Assistance During Bidding, Assistance with Design Project Closeout, and Assistance During Construction by contract amendment; however, it’s under no obligation to do so.
The Contracting Agency may add Phase I Site Investigation & Phase II Site Characterization, if needed; however, it’s under no obligation to do so.
It’s anticipated Contracting Agency staff or other contracts will provide the following services: ROW Appraisals, Acquisitions, and Relocations; Geotechnical Investigations/Recommendations; Foundation Investigation and Design; and Bridge Design. However, the Contracting Agency reserves the right to accomplish these services by other means, including amendment of the Professional Services Agreement, as necessary.

A complete description of services is contained in the RFP Package. Estimated period for performance of the Agreement is approximately April 2025 to June 2023. Cost of these professional services is expected to be greater than $1,000,000.
The Request for Proposals (RFP) Package will be available February 12, 2025 and may be obtained in person from the DOT&PF plans room at 4111 Aviation Avenue in Anchorage, AK. Persons residing outside the Municipality may obtain an RFP Package through the mail by telephoning (907) 269-0408.
Proposals must conform to the RFP and be submitted with specified forms. Submittals must be received no later than March 5, 2025, prior to 4:00 p.m. prevailing time.
