Notice of Public Comment on the
State Fiscal Year 2025 Project Priority List Update
for the Alaska Clean Water Fund and Alaska Drinking Water Fund
This notice announces updates to the Project Priority Lists for funding available in State Fiscal Year 2025 (SFY25) from the U.S. Environmental Protection Agency (EPA) Base and Bipartisan Infrastructure Law (BIL) Capitalization Grants.
The following Project Priority Lists have been updated:
Alaska Clean Water Fund: Base Grant and BIL General Supplemental Grant
Alaska Drinking Water Fund: Base Grant and BIL General Supplemental Grant
BIL Emerging Contaminants Grant
BIL Lead Service Line Grant
The Project Priority Lists are available for public comment. The 10-day public comment period for these documents ends on August 20, 2024.
The Project Priority Lists are components of the Intended Use Plans which demonstrate how Alaska intends to use funds made available through the federal Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF). Available funds are used to issue low-interest loans for planning, designing, and constructing sanitation and drinking water infrastructure.
The public is asked to provide written comments on the intended use of funds as outlined in the Project Priority Lists. Comments can be sent via email to dec.srfprogram@alaska.gov or to the mailing address listed below.
Your comments will be taken into consideration for the finalization of the Project Priority Lists. Following the close of the 10-day comment period, the final version of the Project Priority List will be completed.

Background
The Intended Use Plans outline the State Revolving Fund Program’s plan for administering the base capitalization grant funding associated with the CWSRF and DWSRF. The Intended Use Plans also include the General Supplemental funding made available through the Infrastructure Investment and Jobs Act of 2021 (also referred to as the Bipartisan Infrastructure Law or BIL) for SFY25. The Intended Use Plans specifically identify the available funding, the types of projects eligible for this funding, and the associated requirements.
Through the State Revolving Fund Program, the Alaska Clean Water Fund and the Alaska Drinking Water Fund provide low-cost financing statewide for drinking water, wastewater, stormwater, and water quality projects. The Intended Use Plans are required by federal statutes and regulations and will be included in the funding applications submitted to EPA.
