NOTICE OF CATEGORICAL EXCLUSION DETERMINATION
Lake and Monastery Sewer Improvements (SRF CW Loan # 783251-G) and
Lake and Monastery Water Improvements (SRF DW Loan # 783421-G)
City and Borough of Sitka, Alaska
The Alaska Department of Environmental Conservation’s (Department) State Revolving Fund Program has conducted a review of the above referenced projects in accordance with the Operating Agreements between the Department and the U.S. Environmental Protection Agency (EPA) for implementing the Clean Water and Drinking Water State Revolving Fund (CWSRF and DWSRF) loan programs. The Department has determined that these projects are eligible for Categorical Exclusion (CE) in accordance with 18 AAC 76.040 and 18 AAC 76.235. Accordingly, the Department is exempting the project from further environmental review requirements under the Department’s EPA-approved State Environmental Review Processes.
Lake and Monastery Sewer Improvements will replace sewer main, manholes and sewer services on Lake, Monastery, Kinkead, and Hirst Streets. Pavement, sub-base, sidewalks, and storm infrastructure demolished during this process will also be replaced. Lake and Monastery Water Improvements will replace approximately 2,700 linear feet of cast/ductile iron water main, 47 services, and all associated isolation valves and hydrants on Lake, Monastery, Hirst, and Kinkead Streets. Replacing this infrastructure will result in less breaks and reduce potential water outage time. A CWSRF loan amendment in the amount of $810,000 and a DWSRF loan amendment in the amount of $895,000 have been requested for these projects.
These projects are eligible for CE because undertaking these actions:
- Will not significantly affect the degree of treatment or capacity of the existing facility;
- Will not directly or indirectly affect cultural resources, habitats of endangered or threatened species, or environmentally important natural resources area;
- Will not have a significant effect on the quality of the human environment;
- Will not cause significant public controversy.
The determination shall become effective upon distribution by the Department and can be revoked at any time that adverse information is made available. The documentation to support this decision will be on file with the Alaska Department of Environmental Conservation’s State Revolving Fund Program. To request a copy of the CE, contact:
